As someone who grew up in a council house and now owns 4 houses here in Australia - I can tell you this - no one gave me anything - I've worked my arse off for the last thirty five years to reach where I am - negative gearing is not really the problem - I get a much bigger benefit from the tenants receiving so much rent assistance. That's what really costing the tax payer - not the 3k I get back in tax breaks from the rentals. If private landlords are not supplying the rentals then the government (that's you) will have to do it.
There is a dependency culture taking root in this country - that's what needs to be sorted - and greedy little kids who think they should be in a double storey 4 x 2 with a double garage by the time they are 25.
Hockey is only stating he truth - you cannot expect to be earning top dollar as a barman, waiter, sales clerk - there will always be those who have more because they've worked more - or gotten themselves educated.
