I think you mean "installing" rather than building. They would never build the CETOs here for a full scale project because Vietnam charges one third of the locally built price.
I'm aware that I'm always posting negatively on CWE and other renewable energy companies (ERJ, wood fired power stations). It's because so many, if not all, fail. For various reasons. I've been following attempts to extract power from tides and waves since the sixties and seen many ideas come and go, some even making it to pilot plants before they go. So I have great reservations when I see companies that need taxpayer funding to get the latest idea into "commercial" production. Especially when they don't seem to have a firm grasp on some basics like proposing a site on the west coast of Ireland.
The sea is a harsh environment; climate, currents and corrosion all conspiring to confound (gosh, getting poetic!) those wanting to extract "free" energy.
