You forgot to include what the percentage of aid to other nations is from the US. Not sure of percentage , but the 2004 forecast, excluding military aid, is 12.5 billion dollars. I am wondering how much the French, German and Russian governments give, or more likely receive.

And before anyone mentions it, yes Israel is on top of the list of receivers, but they are insignifigant in the above as most of their aid is military.
