That is renewable energy baseload. The scale doesn't matter, that's the beauty of it.
They wont let anyone with access to the grid go off that grid without continuing to pay for the supply charge. That's why they are increasing the supply charge and decreasing the cost of the power. They are forcing everyone they can to stay connected to the grid that have committed to, along with coal to power it.
Even if stand alone solar power is half the cost of the grid who will buy it when they have to pay for both?
