Management says :
On the contrary, it defines a range in which the securities can be issued to the placement shareholders. Consider that if there was no floor the issue price could potentially be less than the floor price of 10 cents. This initiative has been undertaken so that shareholders can take some comfort that there is a maximum amount of shares that can be issued vs the alternative which could be more.
