There most basic spec in europe is min 150mm high density under concrete floor , external walls = 100mm concrete block+150mm cavity filled insulation+100mm concrete block +50mm insulated drylining slab... thats 200mm insulation in external walls.
Roof is min 300mm insulation ,
Double glazing window's ( triple glaze now the norm)
High efficiency boilers.
All houses with solar.
Geothermal becoming the norm also.

Im not having a go at australian builders but the facts are australia needs to put more value in a well constructed house compaired to extremely poorly constructed ones.
