Congress has approved billions in aid for Israel but I bet the transfer will be subject to conditions, especially with "old Europe" making efforts to get the peace process going again.

    ABC Online:
German Foreign Minister Joschka Fischer has begun three days of talks in Israel and the West Bank aimed at pushing forward the stalled Middle East peace process.

However the visit began badly after Israel's Justice Minister Yosef Lapid cancelled a planned meeting with him following an argument over the venue.

He abruptly cancelled the meeting after Mr Fischer objected to holding the meeting at Mr Lapid's office which is in annexed East Jerusalem.

"This is nothing personal or nothing national, it's about the state of affairs in Jerusalem and then sticking to my ground," he said.

Israeli Foreign Minister Silvan Shalom also says there will be no peace negotiations until the Palestinians put an end to terrorist operations.

Mr Fischer did meet with his Israeli counterpart to push the so-called international roadmap to a Middle East peace, but Mr Shalom insists there will be no peace talks while terror attacks continued.

"The Israeli people will not accept it and this current Israeli Government won't accept it."
