In an engineering world yes - finding the cause and identifying the person has some point, blame not so much.
In a political situation there is no point as you end up blaming the last political group - which doesn't tell you anything, and the problems are much more systematic. Apart from tourism what does Greece do/export to earn money. Tourism is always seasonal so need something else for remainder of the year.
