Yes resolution 1441 was about Iraq complying not the inspectors finding weapons. The inspectors job was to assess if Iraq had complied by obtaining proof that weapons had been destroyed and inspecting sites to ensure weapons were not being held.

Again in the words of the weapons inspectors themselves "the inspections are working and more time is need to complete the work'
