Apologies qqqqqqqqq, but you are indeed incorrect in the following observation:

You are right if you say that CSD (and of course SPI/SPM) have been working on this for quite a while. But you know that there were many iterations of what they were working on. This went from a very simple "merger/acquisition" to absorbing the entire holdings of SPM and then of course Wanguo came on the scene as well.

So really they have NOT been working on the current version for two years. You can do the research to see when the focus changed to the current version and how long it took to put the current proposals to s/h's. I have included links to two docs - these are the critical docs.

Don't think it will be much longer!
