    GZ,
If the final report incriminates Ukraine and not Russia I doubt it will be released, at least not for the foreseeable future.

Ukraine, Netherlands, Australia, and Belgium signed a “non-disclosure agreement” and according to the following link, "any one of the signatories has the right to veto the publication of the results of the investigation without explanation."

With Ukraine and Australia firmly under US control (and probably the other two), the report will have to keep Washington happy, otherwise forget it.

Interesting that Malaysia didn't get to be a signatory, since it was their plane. Hmmm, maybe it's due to this:

Bush Convicted of War Crimes in Absentia

"Bush, Dick Cheney, Donald Rumsfeld and their legal advisers Alberto Gonzales, David Addington, William Haynes, Jay Bybee and John Yoo were tried in absentia in Malaysia."

"At the end of the week-long hearing, the five-panel tribunal unanimously delivered guilty verdicts against Bush, Cheney, Rumsfeld and their key legal advisors who were all convicted as war criminals for torture and cruel, inhumane and degrading treatment."
