You have to be careful with TVDSS - sometimes it means depth below the seafloor but usually depth below the sea surface. I'm sure in this case FMcM are using it as depth below the sea surface. At 4651m below the seafloor temperatures would be so high that any hydrocarbon would be gaseous. Oil is not found at those sort of depths.
