While only part of the problem, Ive always thought this to be a main factor in the local officials hostility towards the Rapu Rapu mine.
In a corrupt country like the PI, you can be sure that local officials would have expected to pocket some of those elusive tax dollars
As for the integrity of LAF management throughout this saga, hard to say, but I think we will find out soon.
My main concern now is, when its over, Philippines will still be a corrupt place to do business.
