The Telstra deal was only reached in 2012, so apart from trial areas etc, the construction phase was still being ramped up prior to the change in government in 2013.

The NBN Co had spent around $2.5b less than budgeted and they had driven down FTTH connection costs and exceed their own expectations.

Unfortunately the Coalition put the brakes on the roll out, and now the costs for the Coalitions stop gap version is going to cost a similar amount to the original FTTH, (without the same capacity to up sell).

Considering the Coalitions completion date of 2019 was only 2 years earlier than the FTTH version, it was hardly worth it for an inferior product, and especially since now there have been delays in changing the NBN Co's direction, and also the testing and design still being done.

I will bow to your obvious crystal ball, you seem far too sure of what's in the future. As for NBN spending less, I have never seen any government construction programme yet that has come in under budget.
