There is no war required to enforce the law on people committing these offenses in Nauru. In fact, there is an AUSTRALIAN law that prohibits the reporting of the offenses.
If I were to make it illegal for Australians to discuss/report/investigate the crimes in Iraq, then yes, you could rightly accuse me of supporting brutal abuse.
