Could easily be controlled. But they financial institutions are hardly likely to agree to control the very systems that allows them to make money over normal investors.
Rules defining minimum number of shares, minimum purchase amount, minimum length of time between trade and settlement, shorting (should be banned) etc.
Go back to buying shares, holding them for investment and then selling them.
