I wouldn't be surprised if these contracts are being delayed for the sole purpose of raising at the 2c floor so their mates don't overpay.
Everyone always looks after their mates, seen it on multiple stocks. But the thing is, it makes anything under 2c even more-so of a gift because if they're selling it to their mates at 2c, then those guys definitely aren't in it for a 10-20% run.
