Getting signed by a Government isn't a small feat, "We haven't even been endorsed by the Indian head of state?! Unbelievable!!". That's ridiculous. It's likely the guy will announce a raft of technologies to reduce carbon rather than putting all the eggs in one basket, no matter how big or small ECT is in India signing just makes the SP go up and there's nothing to indicate that this isn't going to happen. That being said matmor and coldry aren't the centre of the bloody universe.
