Ann: Suspension from Official Quotation, page-11

Note the intentional change in language - quite a shift in meaning. Not just rhetoric.
1st ann relates to an undertaking, while the 2nd clearly refers to the conclusion of a signed contract.
But you'd think if the golly contract has been signed what are they waiting for, the ink to dry?  
Or is there another step, something else that needs to be done, maybe by the other party?

23/9 Ann:  ".... halt is requested pending a material announcement by Connexion in relation to a contract entered into with a major Company"

25/9 Ann:  ".... remain suspended until the Company is in a position to release an announcement in relation to the contract signed with a large Company"
