I can't see any connection either....and haven't had enough Sapporo beer to influence my vision. But one important detail I forgot to add. Many, probably most hajjis, are functionally illiterate in their language, and any other language including Arabic. So beyond the cinema session with cattle prods...they would really require closer supervision by the Saudis as they move about. That doesn't mean that Saudis stand in the shade practising counting to ten....since Mecca this time of year would be hell on earth. Around 40 or worse in the shade very likely. It is a desert hole surrounded by mountains with the sun beating down and never cooling off much at night. No the Saudis would need to be actively engaged in numbers and communication to make these blunders less likely to happen. No pushing, no shoving....or give them the cattle prod.
