There are a number of possibilities, Maybe they have yet to receive the report (But in my opinion if this was the case then it should be relayed to shareholders).
They have the report and are holding onto the report until the General Meeting - again in my opinion this is not living up to reporting obligations.
The report has areas in it that require further investigations or clarifications prior to being ready for updating shareholders, this would relieve them of updating shareholders until all relevant facts are known.
However non of the above affects any work that needs to be done in the canine area.
