I am not denying Rudd changed Howard's policy and that started the boats coming, What I said was that when Rudd introduce the policy in mid 2013 so that those arriving by boat would be processed offshore and not settled in australia the boat arrivals declined significantly and I have provided the evidence so it's a fact is fact.
Abbott knew it did the trick and hence he kept that policy without changing it.
