JORC classification and reporting is a requirement for Aus and ASX.
It may be viewed as a "best practice", but it isnt really relevant to the Moz mining ministry.

They do however need a mining production plan and proof of the applicant’s technical expertise and financial resources.
The mining production plan must include details of the ore deposit, mine site design, the operations schedule, expected dates for commencement of development and commercial production, as well as environmental, health and safety plans."
