Every article I have seen on hydrogen from brown coal suggests it does need ccs to become carbon neutral.
I think Kawasaki's plans rely heavily on Victoria's carbon net project and along with the jobs and revenue a project like this is likely to create, it will quickly gain the social license needed to proceed.
