People have to remember this is an institutional CR... The share price isn't necessarily going to drop back to 23c, and it often doesn't in these circumstances. These shares aren't being sold to traders, they are being sold to an investor. This means these shares wont be sold anytime soon, so it's not like all these shares are going to come onto the market at a discounted rate.

You really have to look at it like this, PLS have acquired $10m, in exchange for a discounted rate in ownership of the company. As others have mentioned if this $10m can increase the companies worth by more than $10m dollars (more land, DFS, more openings for larger investment etc, etc) than the value hugely outweighs the small dilution.

I assume this announcement is going coincide with another announcement, that will show the value of this injected money, what it's going towards and what that will result in, and for this reason I imagine the share price will actually rise. This would certainly have been thought through and have a large deal of strategy about it.

The two stockholder reports valued this at a conservative 51c, and nothing has changed for the negative (quite the opposite in fact) so I think if any assumptions should be made, it would be that this trading halt could be hugely positive for the company and the SP.
