After a quick read it seems to me you are overlooking the most important condition in the whole announcement:
"Aurelia committing not to draw down on the Pacific Road Facilities"
if I understand it right, Glencore money will almost completely replace the emergency funding by Pacific, thereby severely limiting dilution ...
