Wrt the permit price disparity you pointed out, don't forget there's a certain value for the time/well control/seismic coverage already invested in the acreage OEL bought from GB.
GB/oel have delayed drilling and are instead running a fifth winter season of seismic ahead of a multi year/multi well program in 2017.
