Bogolyubov appears to have a stake (not the owner) in Dnepropetrovsk Metallurgical Plant of Petrovsky which is -> http://www.evraz.com/about/
Steel production requires manganese (which he has through CSM) and also vanadium, which they source from South Africa (the new TON directors are South African also).
Posted this a while back under commodities thread relating to the interruption of raw vanadium production as a result of strikes/labour problems - 11396218
IF, and it is an IF, my Bogolyubov theory plays out, perhaps he is after the vanadium?
