MI as BBs post just above says, it is easy to find it on the web. The OP didn't say that the Saudis have a production cost of $100/bbl but that is the price they need to receive to balance their budget. At least that's how I understood it having read about the problem before.
Maybe you interpreted it differently but I think I am closer to what the writer was saying.
