Yes, the permit will probably give a lead to a jump in SP. However it is really only psychological since we no longer need it to avoid a CR and it will arrive in due course allowing the sale of the stored tantalum.
More importantly, at the AGM Neil stressed the low costs (about$200 million) of PLS going into production compared with those companies using complex roasting processes etc (eg, TNG with TIVAN). He even said that the PFS could easily see a re-rating of PLS. Once the PFS is done it will be much easier for the ordinary shareholder to see what we have and where we are going (my view) and the company will be considerably derisked for all to see.
