I reckon that with the history of MOUs that haven't lead anywhere and the broken promises etc. they might be sitting on this until there is something concrete and positive to announce. After all the application could be knocked back or ARR could pull out or who knows!
I see from the WMRC website that they have released their anual report yesterday, I've not had a chance to read it all in detail yet but the Chairmans and CEO messages are very positive about the project.
