If it was the CEO's and Boards own 'personal' money they would have done things differently, so long as it is someone else's money it doesn't really matter, they have a job, they still get paid, no loss in reputation, no consequences of any tangible degree. No-one would run their own personal assets in this way, the degree of risk they take on is astounding. The risk mgt team needs to be reviewed and replaced.
