Reality always upsets the apple cart. Yes LMIII was all for immediate action, but then reality kicks in and slows everything down. Promises are always easier to make than deliver.
Until the small lot sale is complete, and at moment that is about 7.4 million shares, the buy-back cannot begin.
The review probably complete before this, but in my opinion, no reason to announce until after this.
This will then allow the actual buy-back to begin.
