I don't believe Turnbull is a lame duck prime minister, just that he is constrained by the dominant faction.
When I see him using phrases like "renewal" and "fresh faces" in his pending cabinet reshuffle, he is attempting to use those phrases and what they imply (at least in the minds of the public) to strengthen his hands.
