This site was a JV that they now have 100% control of and in fact effectively did back then. Thus the announcement is not new information.
They have a lot of capital to raise and it looks to me like this announcement is oppportunistic - seeking to capitalise on the environment around AUM, drive the price up a bit to support further raisings.
Massive variance in that Mining News precise in respect of NPV compared to those in their announcement.
