Okay
There is a large country called Libya that:
- was/is an exit point for many refugees
- is a boat hop from Greece
- is having massive trouble finding a stable government
- ISIS is routing
- that would benefit from serious development
i.e. Libya cannot manage itself.
If the UN wanted to actually do something concrete for a change, it could seek majority approval and annex for example, a North Western section of Libya to be redeveloped specifically for medium-long term refugee settlement under Western democratic rule. The money spent on such an initiative would save Europe spending the expected 10's-100's of billions it would cost Europe to cope with the refugees.

The West has already stuffed Libya up completely. It is naive to think that a western imposed democracy there could possibly do any good. Libya DID manage itself pretty well until the US and NATO mucked it up.
