I will start with my 2Bob's perspective and observations:
    • In many corporations, the main person is the Managing Director (MD).
    • There typically is no direct reporting relationship between a MD and the chairman of the board.
    • The chairman leads the board of directors.
    • Officers (including the MD), subject to any relevant employment agreements, serve at the pleasure of - i.e., can be dismissed by - the board of directors.
So, I conclude and IMHO, the chairman, as a member of the board of directors, has a higher rank than the MD because the chairman can have a role in hiring and firing the MD, whereas the converse is not the case.

However, a consultative process needs to be applied when engaging hired resources, especially at the level being discussed and when international relocation is required. A consultative decision was made, being the majority of the decision accounted for a yes which initiates the hiring of such person.

Based in above the answer to your question is therefore as plain as the nose on your face. This answer may be subjective in nature is not a substitute for professional legal advice.... DYOR
