That is an inaccurate definition of free float in respect of a companies securities. Who is talking nonsense?
Free float refers to shares on issue, available to be traded on a public market, with no restrictions applied. A holder not wishing to sell and keeping their shares in a bottom drawer is not a restriction. Bottom drawer shares are still part of the free float, not exercising a right to sell on any given day does not imply those shares are not part of the free float.
