Dual listing required if they want to operate the business in that country?

I know they are building a big class action case against volkswagen which head office in Germany. Gather than having a class action case in different country they will have 1 case represent clients around the world.
I have read and researched so much in this company in the last couple months. It was such a not fun ride due to their accounting issues.
I understand uk and european markets are much larger than Aus however Quindell PSD didnt went well. The wound needs time to heal.
