1). Presently symbolic as still very much in its infancy /theoretical state of development. But likely to be considered as the start of something more serious. Remember what's currently being talked of is less than 1/3 the additional increase in staffing since Jun30 alone.

2). Quite likely but don't dismiss the preliminary efforts of both Houghton and Millar ahead of the Jan7 intervention /confirmation.

3). If fully implemented (refer some of my previous postings and suggestions of what's required) - then the answer to this is yes.
