try, "good doctors, safer patients" in google, you'll find the report , very long, by the chief medical officer in the uk to their government.

Basically wants compulsory reaccreditation for doctos, even medical ones not surgeons, every 5 yrs or yearly in higher risk areas.

Also comments heavily on the airline industry.

Was also reported in Uk press as well.
