They could issue bonds at a positive interest rate but cheaper than any rate they are currently paying. That would be a win to all parties. However I could imagine that if a depositer is currently prepared to lose capital to keep it safe then it would be a hard sell to get them to take bonds in a miner even if it is the biggest.
