Yes it is the cost of balancing the budget more or less but far closer than the difference between apples & oranges.
As IMF clearly says “Saudi Arabia is currently running at a deficit (that was when the price was 50+)” means they will find it hard to pay bills to maintain current status. With current technologies, Oil price at the pump is almost the same but differ vastly by the nation.
