I think you guys have it the wrong way around
CS only becomes holder of the stock after their clients short the stock. The stock lending agreement is "on-demand" rather than "borrow first, then lend out to short". CS has an agreement in place with supplier of the stock for X amount which will be lent out to CS when they need it. Otherwise CS will be exposed to the stock themselves
