As far as I know there are no restrictions on how big or small a microgrid can be. The main criterion being that it can provide reliable power independent of the grid.
As microgrids can include any energy resource and energy storage system available (including diesel generator backup), calm days are not an issue.
I am nearly positive but I am sure the coastlines of Cornwall and some of Scotland get their wave energy from the North Atlantic Ocean.
