The issue is that if these laws are enacted for deterrence then that deterrence should be equal to all.
To someone who is on a low income, possibly part time because of age discrimination.( trying to provide an example you might find empathy with). A traffic fine could be for them a significant portion of their income for that week. If you are unemployed it could be the equivalent of your fortnightly income.
Compare that to a young merchant banker who would pay the fine and not even notice it.
I have worked with people that treated parking fines like confetti. End of the month hand them and a chequebook to the secretary and get her to deal with them.
