possibly so. i just dont think that Zijin will let the dispute drain them of the disputed part of the resource (10%). I assume zijin want that as well and so they are countersuing to ensure they dont lose the resource.
Hopefully this will be settled for the original agreed fee (peanuts compared to the suing amounts). Understand why IOP are so fed up with it though, as we all are waiting for things to go through and happen
