I suspect Pyne is simply doing what any respectable government would--stating publically that money doesn't simply get thrown at big business...jump through the hoops. Without such a statement, those in opposition to such government aid would cry recklessness more successfully and legitimately. I think the underlying message is that aid will be forthcoming in time.
