Depending on the country labour isn't necessarily that cheap. The Africans know that their resource quality is superior and the workers/unions know they can get paid a lot more than zero. I read something that said some of the local mine workers in Ghana were getting US$25,000/year. Pretty high considering what other locals would be paid.
A lot of the costs in an open pit, low grade operation are related to diesel, electricity etc, which probably aren't a lot cheaper than Oz. Electricity supply is also a whole lot less reliable, as Perseus would know well.
A mine like Perseus has at Edikan probably wouldn't be economic in Australia. Not many mines profitable at 1g/t. Regis Duketon Project is about the only one and I believe that is to do with the low stripping ratio.
