The towers are not reliant on the wind as they generate their own air flow and as such are not inconsistent in output as a typical "windmill" type wind power generator. They are however reliant on the sun but again no where near as much as solar as even low levels of sunlight still create enough heat under the "canopy" area to produce peak electricity output. I believe under most conditions the tower can produce a constant peak output power supply so in theory it can be put on grid without the worry of ups and down of output capacity variations.
This is all said with the caveat that this is partly proven with the trial tower in Spain which did consistently produce 50kW and partly theory. There is no mention of what "consistent" output actually means from the trail. I might do some investigating and see if that information exists in the public sphere. A full scale tower with the design improvements made over the trial tower will hopefully gain even more "consistent" power output.
